Increasing the inclusiveness of policy making as well as the capacity of institutions to incorporate gender considerations into budgets, policies and programs – e.g. looking at how different policy choices affect both men and women – can be seen as utopia at the moment, but this is the direction we have to take answering to questions like: What does it take to develop more inclusive policy-making and budgeting processes? What are the main barriers to and opportunities for engaging a wide range of stakeholders in policy discussions? What tools do institutions have? What data and evidence are needed?
